Discussing the question under the leading "Who holds the whip hand?" jfche Melbourne Herald says: "The Hon. Downie Stewart has made no secret of :she fact that the desire of the Doininion is to bargain, and this is distinctly unpalatable to . the Commonwealth, which wants the preference to jbe general on both sides." The Heralf continues: "New Zealand is too good a customer for the Commonwealth to lose, as would he the case if the negotiations broke down. It will be interesting to see whether the Commonwealth attitude will be modified if the DoTninion remains firm in her present demands," and concludes the article with the question, "Does New Zealand hold "the whip hand?"
