WELLINGTON, March 22. The Government is pursuing -a cautious policy in connection with the handling of the expected wheat surplus. Its machinery for the disposal of the wheat is ready to work, hut the Minis^ar for Agriculture informed, your correspondent that purchases so far have not been extensive, nor is it intended to do more than modest buying until they know the quantity required to be exported.
