The painters' conference to-night decided that the federation should regis- . ter under the Unclassified Societies Act. c Considerable discussion took place as to the standard of workmanship. It was ' stated that unions were powerless to t keep incompetents out, so long as they :• were of good character and paid the 4 membership fee. It was resolved that unions should be given power to refuse 1 membership to any but qualified tradea- - men.
