League of Nations, He noped, would replace the arbitrament of "arms by the arbitrament of justice. Such a change had long Jbeefi_ realised in Australian industrial eonfljcts. The League considered too j «Sny minor subjects. It should con-1 eentrate on disarmament. It was im-1 perative that the, League should have, weapons with which to enforce its de-j cisions, but meantime the economic blockade should prov© most effective •ecause the world was so organised j that no nation could withstand such a blockade. I
s Mr^ Bruce made a considerable im-1 pression, and was congratulated by Messrs Balfour and Fisher (England) and Rowell (Canada), who warmly supported his proposition 4» concentrate on disarmament.
