The Trade Union Congress debated -. the resolution of the' Iron and Steel Trade 3 Confederation deploring the present conduct of industrial disputes, } and demanding machinery by which, i "before the stoppage of work in any industry, the merits of the dispute -, should be put before the whole move- - anent. Though the resolution was de- - feated by 5,628,000 to 981,000 votes, it is significant that almost a million votes were in favour of a' policy oi '- settlement without strikes.
