HAWERA BOROUGH COUNCIL.

MONTHLY MEETING

The monthly meeting of the Hawera Borough Council was field last evening"* Present: His Worship the Mayor (Mr. E. Dixon) and Crs Osborne, H. L. Spratt, Bufdekin, Morrissey, Lewis, Stevens and Reid.

CORRESPONDENCE

A letter was received from A. J. H. Lowe, Wellington, seeking information with regard to the suitability or grounds at Hawera for'aviation Puiposes,—On the motion of the Mayor, th© town clerk was requested to supply the information required.

Correspondence was received from thst Dannevirke Borough Council asking i&Wiprt to an effort to have the law amended so thai ilie liabilities oi local bodies in regard to main roads would be more dearly defined.—The town clerk explained the position in which the Dannevirke borough had found itself as a result of the finding of a commission which made it responsible for 18 per cent of cost of maintaining a road towards which it should not properly contribute. Primarily the County Council had been responsible for the road, but it was assisted by a number of other smaller local bodies within its district. These bodies withdrew their support, and the County Council applied for a eommisson. TheCounty Council had no thought ot bringing the Borough Council in, but other bodies made an application to have it joined. This was done, and the Borough Council was made responsible for a proportion of the cost. —Fhe Council decided, on the motion of the Mayor, to support a remit from the Danneyirke Borough Council to the Dominion Conference.

An application was received from Mr Smart for the right to extend a right-of-way between Barleyraan's and Hurrell Bros.—-The matter was held over in the meantime.

The R.S.A. Athletic Committee wrote asking-for the use of the .hockey grounds on the 23rd inst., with the right to make a charge, the proceeds to be used for the social purposes o1 the club.—After hearing explanations by the town clerk and Cr Burdekin. the application was granted* The engineer wrote stating that the quantities of soil available for sale from the streets in section 37 would bo larger than he expected as a result of an endeavour to keep the footpaths at the same level as the sections. He suggested offering this soil to any o* the lessees, at 2s 6d per cubic yard delivered.—lt was decided to carry out the suggestion. Or Lewis: Don't forget that the Park will require a good deal. Mr SWrrock: It will be available for the Park at the same figure. "You are a hard man," saidv Cr Lewis.

In reference to a clause in a report dealing with the road to the Ohawe beach, the Mayor, in answer to Cr Morrissey, said that if the County Council had not sufficient revenue to keep, the roatl in order it may be advisable to increase the royalty on shingle, and; in this way provide sufficient money to make the road satisfactory. The present position could not be allowed to continue, for build: ers and others were suffering owing to their inability to obtain material from the beach. ENGINEER'S REPORT. Th« engineer (Mr Sturrock) reported as. follows: '

£20,000 Loan—The metalling or Vogel street and Milmoe street is practically completed, Bave for making . true any small depressions which may appear. The cost of Vogel street untarred is about £500; estimate, including the 20 per cent contingencies allowed therein, £672. The difference more than allows for cost of tarring. The results for Milmoe street are not yet complete. The metalling of Mor,,xisse:y -street is rfext on the'"list. £15,000 Loan—All levels for the -subdivision have now" been taken. The office work of the design axd quantities is now in progress. Duplication Loan—When engineering work on the levels, etc., for the, subdivision is conmlete I propose to' commence this work of inspection and levelling for routes for extension of water main W*rds Uie mountain belt. Sundry—The usual maintenance work of the borough has been -attended to. Manuka has been cut and brought from-Mokoia for the park. Pegs have been levelled for levelling

of sports ground at the park, but the • weather has been against the work. .Weeding, of grass from the edges of tarred footpaths throughout the borough' is" almost completed." This has been an unwelcome expenditure, but -the work could not be allowed to run any further risk. RANGER'S REPORT.

The. ranger ret)orted that during the month three horses and one cow had been impounded,, and their owners would be prosecuted. Cr Osborne asked if anything Jhad been' dpne in regard to the " smokehouse at the back of Messrs Bennett , and.Button's.—lt was decided that the town, clerk wrtfe to .the owner in connection with the matter. Mr J. H. .Stevens-, of the Chamber of Commerce, Palmerston North, and formerly, postmaster at Hawera, wrote asking to be supplied with particulars of the "silent 1* policeman^ placed at the intersection of High and Princes streets.—On the motion of the Mayor. Mr^Sturrock was asked to supply the information. ••

Mr Pettett forwarded the names of a number of motor car drivers who had ignored the. rules laid down for traific on the day of the last race meeting. In some cases he was unable to give the names. One^of the offences consisted of excessive. speed.l—-The question ot what action should be taken was allowed to stand over, Accounts totalling £1526 2s were -passed for payment. SPECIAL MEETING. , At a special meeting of the Council later the* balance-sheet, audited and certified to as correct, was placed before "the Council.— X)n .the- motion ot the Mayor, seconded by Cr Oshorne, the balance-sheet was adopted. GENERAL COMMITTEE. The, General Committee reported that the following tenders were received for renting the tea kiosk in the park for on© year: H. Dowdle £12 10s, Mrs. C. H. Hamlin £10, Mrs. H. C. Swan £5 3» a and W: P. Follas £4.

The committee recommended that the highest tender be accepted. Otifor recommendations were :—That the district inspector of factories -be advised that the feeling ot' the council is against keeping of horses on areas as mentioned in fiis letter of August 15, and is abou£ to consider the matter of a by-law dealing with this question; that the Bylaws Committee bring down a report re animals in the borough; that the letter from the. Auckland Provincial Hydro-electric Power' League bo ieceivecl; that a reply be sent to Messrs Parkinson and Co. re annual .supplies of stationery, stating that i.voaent system is working satisfactorily; that j Mr. K. C, Fletcher's resignation i'lom the Library Committee be accepted, and ; that he be thanked for the interest ho has taken in Library matters; that Mr. K. H. Harrop be asked to act on tho Library Committee; that Messrs Tibhitts and Haybittlo's explanation be accepted and they be informed no proJceeduigs will be taken on this occasion; that Council agree to draft by-law submitted by tho Chief Inspector of Explosives with his circular letter of July 26, 1921; that the Minister of Marine be written to with regard to obtaining material from tho Waingongoro beach; that the committee meet at the cemetery to inspect and report re boundary next hospital; that the council join the Taranaki Local Bodies Association at an annual subscription of £5 o*; that v telephone bo installed at the ranger's dwelling, the County Council paying half share as arranged between the Mayor and chairman; that a further letter be sent to J. Peterson, expressing surprise that work at the Empire Hotel hag hot yet been put right, and requesting that the matter be attended to at once; also that he bo written to regarding crossing in Caledonia Street; that the "Works Committee's report be adopted, with exception of the recommendations re stables cottage; that the present arrangement with the stable-keeper be continued, and that the matter of erecting a stables cottage be considered at end of the present financial year; that the chairman of the Park and Reserves Committee be authorised to have the ticket office moved; that the action of the special committee in deciding on the position of fernery be confirmed; that it be left in the hands of the chairman of the Park and Reserves Committee to confer with the executors of Parkinson's estate relative to the wording of tho plate for. the memorial; that the Taranaki Education Board be advised that the council is willing to allow a gate to be erected to give access from the Technical School grounds to the park at a place to be indicated; that the town clerk advise Mr. Phelan that he had been appointed inspector.

FINANCE. The town cierk reported that the following accounts were in credit on August 31: Deposits on footpaths, to^i P?X™^>, housing department, £265; £20,000 loan, £77 3s 8d; £15,----500 loan, £693 4s lOd. Accounts on the debtor side were: General, £8864 IILIV sater,5 ater, £45 Is 3d; cemetery, £136 is 3d; hospital, £193 16s Id: mW«' nd«, sinlf mB fund- £30,000 loan, Q m r,2s£ d '> lnterest £7368 loan, £1 18s sd. The total debit was £8501 14s lOd.

A statement was presented showing the position of various accounts on August 31—the estimated expenditure for the year, the amount expended, and the balance in hand. The total estimated expenditure * was £12,410 the amount expended £5634, and the balance was £6776. The estimate for JW { or the Parks was £807, and *69SJ had been expended, leaving a balance of £115. Oh public works, stables and sanitation £2822 has been expended out of an estimate of £6075, leaving a balance of £3253. . . .

The Health Committee recommended that the engineer and Inspector Coleman look into matter of water near intake.

WORKS COMMITTEE. The Works Committee recommended that the engineer's report be received and adopted; that a 4-roomed stables cottage with all conveniences be erected at a cost not exceeding £900; that the matter of installing three additional silent policemen oe deferred until beginning of next financial year; that consideration of naming new subdivision be left open tor the present; that the Technical School Committee's attention be drawn to matter of Californian thistle on the back portion or hostel grounds; that the Taranaki Hockey Association's application for permission to play a Norden Cup match on sports ground on September 7 and charge admission be granted.

m INSPECTOR'S REPORT. _ lhe sanitary inspector reported thai during the morit hof August 83 premises r were inspected in the borough, and 27. notices (written or verbal) were issued. Thfe permits were: Plumbing 11, drainage 9. One completed building was inspected. The impression appears to exist among some residents that the reason for clearing up week once a year is to give them a reasonable opportunity to make a collection. This yearly collection does not absolve anyone from the duty of keeping his premises reasonably, clean at all times. The whole of the reports were adopted.
