TOEIO, August 12. It is officially edicted that the century^old rule prohibiting the cheering or applause of a member of the Imperial house is to abrogated on the occasion of the home-coming of the Grown Prince.

An official English translation of the Imperial household announcement says that the people lining the Imperial route are asked to clap their hands and give cheers, disregarding all old customs and authorities, thus making the return of the Prince an occasion to institute numerous democratic innovations, including; the probable permission of the Press to board the Imperial ship and travel in the Imperial train. ■- . ■
