GERMANY REFUSES

WILL NOT ACCEPT OBLIGATIONS.

QUESTION OF UPPER SILESIA.

BY CABLE—PRESS ASSOCIATION—COPYBIGHT

(Received Feb. 17. 1.20 p..m.)

BERLIN. Feb. 16

After conferring with the Baden N Cabinet at Karlsruhe, Herr yon' Simons addressed the Diet. He declared that no German statesman would dare to call on the people to perform forty-two years' corvee unddr the Entente conditions. Germany must therefore refuse to sign such an undertaking. Two important factors in the impending clearing up would be whether Germany was to retain Upper Silesia and what her relations #ere with the United States.

[Corvee, meaiyp^an obligation to per form certain services for the feuda! lord or sovereign. Herr Simons' insinuation is obvious.]
