The German Government, in its reply to the Allied- Note regarding '=.the -dis- . armament of self-defence forces, claims that complete surrender of arms does not apply to Bavaria and East Prussia. The former is still completely under the influence of the Soviet regime, and -. the self-defence forces cannot be ,dis-. i armed so long as they are confronted with the possibility of defenceiessness against revolutionaries equipped with modern weapons, and while East Prus- i sia is suffering from the warlike acts on her frontiers. n I
