Mr. Millen objected to fixation of the period, thus tying the hands of the sue-' ceedmg assembly. ; Willington Koo (China), the committee's rapporteur,- contended that as the period was limited it could ultimately be altered by some future assemblage. It was not an attempt to amend the Covenant finally.
