COMPROMISE REACHED AS TO PROCEDURE.
(Received Dec. 13, 8 a.m.) j _~ GENEVA, Dec. 11. | The Assembly spent over two hoursl discussing whether it was a question of procedure or amendment of the Coven-' ant for the First Commission to recommend the method of electing the permanent members of the Council. Mr. Millen objected to fixation of the period, thus tying the hands of the sue-' ceedmg assembly. ; Willington Koo (China), the committee's rapporteur,- contended that as the period was limited it could ultimately be altered by some future assemblage. It was not an attempt to amend the Covenant finally. " • i A compj-uwucse was arrived at by whicli ' members will be elected for a year, and the.committee's recommendation will be sent to the committee on Covenant amendments for •consideration.
