PEKING, June 14. Following on local fighting between Northern and Southern troops in Huan, general lawlessness reigns. The Northerners killed an American missionary. There are indications that the chaotic situation may- result in a resumption of* war between the North and the South.
The Government at Peking is torn asunder by opposing cliques, and hesitates to adopt a definite policy.
