JAPANESE TREATY WITH CHINA COMPLETED. B* CABLE—PEESS ASSOCIATION—COPYEIGHT TOKIO, Jan. 28. The Foreign Minister announces the -completion of the Peace Treaty. It transfers to Japan Germany's, Shantung rights and interests. Japan is anxious to speedily carry out the restitution <of Kiao Chan and act in fitrict conformity with its repeated declarations and pledges. Japan intends to withdraw at the •earliest Japanese troops stationed along the Shantung railway, even before an agreement is conchided with China regarding Kioa Chau and other questions, provided the Chinese police are reorganised with a view to taking over rthe protection of ijhe railway.
