REPLY TO SUPREME COUNCIL

BERLIN, Nov. 3. The German Government has replied to the Supreme Council's Note relative to the transfer of five German ships to Dutch companies during the war, offering to submit the question to arbitration arranged by the Allied and Netherlands Governments. Germany declares that her attitude is- purely guided by the rights of the neutrals concerned. ;
