ANOTHER CHANGE OF GOVERNMENT.
ARCHDUKE JOSEPH RESIGNS
MR HOOVER'S REPORT. , ROUMANIAN INSINCERITY. BY CABLE-PRESS aSBOCIaTTOV-COPYRIGHI PARIS, Aug. 23. Satisfaction is expressed in Republican circles at the announcement that the Archduke Joseph, has voluntarily -resigned owing to the Entente refusal •to recognise his Government. A coalition. Ministry has been formed, including several Socialists. The Allied Supreme Council refused "to acknowledge the Archduke Joseph, -declaring the Government established by a small group of Hapsburgers was not by the people's will. Mr Hoover urged the conference to -•compel the Archduke Joseph to resign, declaring that the coup d'etat has given great stimulus to Bolshevism. The conference accepted the advice and 'drafted a telegram to the Inter-Allied vVlission instructing it accordingly, but •Mecided to defer its dispatch for 24 hours. Mr Hoover also censored Roumania's attitude. He declared that lier professions of readiness to comply with the 'Council's demands w&re insincere; that she persisted in removing food, and instigated the Archduke Joseph's acces■Bkm to office. Mr Hoover suggested that the Council should place a guard on the frontier to prevent the removal of food from Hungary. The Council is averse to such -a drastic measure, but may acquiesce. (Reuter.) j BUDAPEST, Aug. 22. ' Cabinet discussed an Electoral Bill /based on universal suffrage, including -women. It was decided that the elections be held on September 20.
