{Reuter.) (Received Aug. 6, 12.35 p.m.) BERLIN, Aug. 4. Advices from Vienna state that the first meeting of the new Hungarian Cabinet decided to issue a manifesto to all nations announcing the restoration of private property in Hungary. Apparently the Soviet Government did not succeed in selling any considerable amount of securities. Property is mostly safe.
