LONDON, May 31. The Council of Four, in framing the -Austrian terms, will probably endeavor to offer lenient conditions, with a view to effecting the detachment of Austria from Germany The financial situation in AustriaHungary in regard to the war debt is a difficult problem. The monarchy is 'so caryed up into new States,. tWt repudiation must inevitably occur. It is certain that the new-created States are not likely to shoulder any portion of the American debt contracted during the war, though they wfll not unwillingly bear a just portion ■of 'the debts contracted prior to the war. Any financial indemnity from what is left of the Austrian Empire seems out of the question, but she will have to comply with the naval, military and air terms, which will be similar to those imposed upon Germany. I PARIS, May 13. ! The Belgians strongly protest against , the suggested solution of the German East Africa question, whereby Belgium will receive the mandate -over the por- : tion occupied by Belgian arms, and j point out that the solution contravenes ' the principle of placing the large and small nations on an equal footing PARIS, May' 20. ! A German Note, while admitting lia- , bility to make reparation in accordance : with President Wilson's Note of No- ■ vember 5, disclaims liability to indemnify the Allied war losses. ! The Allied reply adheres to the claim, - pointing out that President Wilson's Note included reparation for damage j arising from Germany's aggression by ' land, air or sea.
