In order to meet the difficulties of America and other Federal States whose powers to enter the convention are limited by their system of government, it will be at their discretion to -treat the draft convention as recommendations only. The Conference will meet at Washington in October. The British delegation has discussed the whole labor report, and there appears to be a well-defined idea that the

scheme is very impracticable. The question, of equality of labor, for in- ■- stance, as between women in India and Japan is regarded as not feasible. — Aus.-N.Z. Cable Assn.
