NEW YORK, April 25

The American liner St. Paul overturned 'in dock and sank. Five hundred laborers aboard escaped uninjured.

The United Press' Washington agent j learns that a rearrangement of America's war credit to the Allies has been virtually agreed upon. This would terminate credits to England, hut wiould supply the other Allies with funds heretofore advanced to them by England.

The change is due to "England's decision to raise war funds by taxation.
