APPOINTED GENERALISSIMO IN WEST. NOT OFFICIALLY ANNOUNCED. LONDON, March 30. The Dally Chronicle states that Gen-' eral Foch has been appointed generalissimo on the. "West front, in conformity with Sir Douglas Hais's and Genem 1 Petain's wishes.
