Mr Fraser received a telegram to-day from the secretary of the union; at Otira asking if he would agree to-Sub-mit the matter in, dispute to the Conciliation Commissioner. .The Minister replied that he cannot accede to the request regarding referring the point.at issue to Mi Hagger, CJonciliation Comjnissioner, or to anyone else. The" decision of the' Minister for Public Works as to who may or may not be employed must be final. ■--,;.' ■ , '
