The Daily Chronicle's Petrograd cor- J respondent says: "Russia is now torn • by an infinity of warring factions. Sun- j day's demonstration was ostensibly for peace, but in reality was for civil war. The educated classes were absent, arid j it was a pitiful display of mass suicide. "Pavlovitch," the correspondent con, tinues, "says that the tactics of the austPO-G-erman peace delegates were re-, markably smooth until the arrival of the ; Ukrainian delegation, but thereafter ! the Germans declared they would not evacuate the occupied territory until a general peace was.made, because the non-Bolshevik portions of the Russian army assisted by .England and France, might continue fighting and seize Brest Litovsk and other important strategical -points. The Germans were prepared to evacuate Belgium and France on condition that Mesopotamia and Arabia were evacuated, otherwise Germany's prestige in the Mohammaden world would leceive its death blow "Pavlovitch added that the German terms, particularly for Russia, were not .acceptable."
