BRITISH FOREIGN POLICY
*NO INDEPENDENT ACTION BY SOVEREIGN.
.. (Received Aug. 10, 12.20 p.m.) LONDON, Aug. 9. In the Bouse of Commons, Lord Robert Cecil, in reply to Mr Lynch, said there had been no violation, of the constitutional practice by which the For.ejgn Secretary dealt with all letters and telegrams in relation to international policy. Mr Xynch enquired whether any record had been prepared of the correspondence between the King and Kaiser or Prince Henry of Prussia. Lord Cecil referred Mr Lynch to the command paper issued in connection with the matter. Mr Lynch: "Has the King made a foreign ( .policy, and, if so, has he ever pursued .it without reference to the ] Foreign .Office? The Speaker: That raises arre'ry different question. Mr Bcaar Law, in a reference to the Kaiser's -telegram to President Wilson, said there had been no change in the -constitutional practice, and the Sovereign ..takes no independent action in regard vto foreign affairs.
