The High Commissioner reports from London on August 2nd ajfc 1.10 p.m.:— Sir Douglas Haig reports: There has been heavy, incessant rain for fortyeight hours. In the neighborhood of the Ypres-Roulers railway, where the enemy yesterday afternoon succeeded, at great cost, in gaining a foothold in our advanced positions, our counter-attack late in the evening, drove them back, and \y-i established the former line.
