The -United Press correspondent at 'Tokio states that Mochi Selki, the opposition leader, suggested in the Diet that Japan should negotiate with the TJmted States for an exchange of the ■■Philippines for the South Sea Islands, which Japan seized from Germany. He Believed this would remoVe the causes «of Japanese-American friction. Baron Motono replied that there was no cause for fear regarding AmericanJapanese relations, which showed a marked improvement.
