WASHINGTON, May 23. The House passed a £360,000,000 .Revenue Bill. Signor Marconi arrived with the .Italian mission. He intends to show the United States authorities plans for coping with submarines. ilt is stated that Ijfcaly has sunk thirteen submarines within a week. A number of anti-submarine devices are undergoing tests, and according to the Navy Department, hopes are entertained that these will counter and ■check German activities. The United States Government hopes •shortly to issue a statement regarding its Russian policy, comprised in "no annexations and no primitive indemnities." The !Govefnmen;t sympathises iwith M. Ribot's attitude.
