SUBMARINE MENACE-
CRITICAL POSITION IN BRITAIN IMPOSSIBLE.
PARIS, May 23. Lord Milner, in a statement to Le Temps, said England's position, owing to submarines, cannot become critical even if sinkings are not diminished. Whatever happens, he said, we are able to preserve the tonnage necessary for providing food for the war by suppressing dispensable exports. We are even considering the creation of reserve tonnage by keeping back ships carrying non-essentials. Existing supplies, it is assumed, will link up with those of next harvest. The submarines will never force us to abandon the vigorous prosecution of the war. COPENHAGEN, May 23. Germany is seeking conciliation with Sweden by asserting that the torpedoing of the three Swedish ships was accidental.
