(Received Jan. 15, 10.5 a.m.) ZURICH, Jan. 14. The newspaper Pesti Hirlap, of Budapest, states that the Emperor Charles is dividing the Ministry of Foreign _ Affairs, so that he personally will direct the foreign policy under cover of the name of his friendand-intimate adviser Prince Hohenlohe.
