PROPOSED SETTLEMENT UNDER DISCUSSION.

LONDON, June 7. The Unionist Council's Standing Committee at Belfast is discussing Mr Lloyd George's proposal to exclude Antrim, Down, Armagh, Londonderry, "Tyrone and Fermanagh, leaving Donegal, Monaghan and Cavan under the Irish Parliament.

Sir Edward "Carson recognises the obligation of the Ulster Covenant, but said if the representatives of the three counties waived the Covenant the difiiculty could be overcome. In view of the fact that the Home Rule Act on the Statute Book was not likely to be removed, they had to consider whether it might be advisable to accept the offer.

The Council adjourned until Monday to enable the delegates of the three counties to meet their constituents.
