FRIDAY, SEPTEMBER 3. The Government Meteorologist telegraphed to-day: Indications are for strong northerly winds, backing to west; weather will be cloudy and unsettled; rain probable; barometer has a falling tendency; considerable, sea,, moderate swell ;_sea increasing on the coast.
