(Received July 1, 10.30 a.m.) PETROGRAD, June 30, The Czar's rescript acknowledges the proof of the people's determination to devote their strength to equipping the army, and says that this national unanimity gives an unshakeable assurance of a brilliant future. The rescript appeals to the people to strengthen their resolution to carry on the struggle until complete triumph is obtained. Unless the enemy is crushed peace will be impossible, and all the thoughts of the country must be directed to satisfying the army's needs.

The rescript adds that the necessity has been recognised for advancing the date for the re-opening of Parliament, which is to reassemble early.
