PARIS. March 30
The French War Review thus sums up the position to January 10th: — Germany has failed to crush France and has sustained a severe defeat of high significance. France has established an impassable barrier against the most formidable effort ever attempted, and France will make an effort in her own time and when the necessary means are ready. The Germans at Ypres showed themselves insufficiently prepared for the offensive. France is daily strengthening, the British have been heavily reinforced, and the number training in England is very large. Russia continues to draw on her immense reservoir of recruits, and hitherto has only used five per cent. France is superior to Germany because the latter'® wastage and greater losses are double ours. As Germany's resources have been largely expended, she has scarcely sufficient to offer a defensive, while France will begin the offensive with an entirety of her forces.
