PEXROuRaD, Uec. 10. The Bourse Gazette states that Turkey, being unable to pay the State officials, sent Fethi Bey to Berlin to interview Herr yon Bethmann-Hollweg. Later Fethi Bey saw the Kaiser, who offered £150,000 from his private purse on condition that Turkey entered the war immediately. Fethi Bey did not give a promise, but the Germans forthwith cabled to the German warships, ordering them to bombard the Russian coast. The Turkish Ministry learnt of the action from the newspapers, and, highly perturbed, went to the German Ambassador, who replied that Fethi Bey had given a promise to the Kaiser, which must be kept.

The Breslau attacked Russian transports on Wednesday without doing dramage. She was driveu off by aviators.
