SIR PERCY SCOTT'S THEORIES.
Sir Percy Scott, it will be remembered, declared in June last that it would be possible for "a flotilla of submarines commanded by dashing young • officers. . . to get through any . boom into any harbor and sink, or materially damage, all the ships in that lharbor." He added that he himself would undertake to attack a harbor under those conditions. A few weeks ;ago Sir Percy was recalled to the Admbiralty "for special service," and it is generally believed that his appointment is not altogether unconnected^ —/'with submarine warfare. Is he to be given an opportunity of putting his theories into .practice?
