GERMAN STRATEGY BETW TEEN TWO STOOLS.
AUSTRIA DISPLEASED. GERMAN AID TO TURKEY INSUFFICIENT. CUTTLE-FISH TACTICS IN THE AIR, THE WAR AND THE MONROE DOCTRINE. LONDON, Dec. 9. The Times, in a leader, says: "German strategy is falling between two stools. If the Germans seek success in the east they must send reinforcements from the west. They will not do this, beca\xse it might mean the withdrawal to the Rhine, and their people would then learn the truth." The King of Saxony has left for the western theatre, and the Duke of Saxe-Coburg-Gotha for the eastern. Austrians are displeased at the preponderating role of the Germans, and jealously reserit Hungary taking a leading part in the affairs of State,
Prisoners are complaining that Germany is insufficiently assisting Turkey. The Kaiser, before the war, promised illimitable supplies, but since the war started he has given neither ammunition nor guns. It is believed the war factories in Germany are unable to produce sufficient quantities of material, and Germany has ordered from Bulgaria, but Bulgaria is not taking any risks and has not delivered the stuff. One hundred and twenty vessels of th& Italian fleet are manoeuvring in the roadstead at Taranto. A Dutch correspondent announces a new trick of the German aviators in pouring out clouds of smoke to shroud the movements of their aircraft, thus increasing the' difficulty of hitting them. Earl Grey, in opening a rifle range, said that if Germany defeated Britain the Monroe doctrine would not be worth thirty cents. Any American trader sending Germany supplies helped to prolong the war and offended the highest intersts cf both America and Britain.
