WAR OFFICE POLICY COMMENDED IN CANADA.
(Received Dec. 3, 1.55 p.m.) WASHINGTON, Dec. 2. Owing to reports that the Bethelhem steel corporation is about to build a number- cf submarines for belligerents, Mr Bryan conferred with Mr Schwab, president of the corporation, pointing out the breach of neutrality involved in such action. Mr Bryan mentioned that submarines, if built in the United States were prohibited from exportation to Europe. | OTTAWA, Dee. 2. Mr Waiters, President of the Dominion Trades Congress, states, that the letting of English Army contracts in Canada i,s an admirable feature of the War Office policy, and is giving much employment at a critical period. Labor conditions throughout the dominion still required attention and Governmental assistance, as there were large numbers of unemployed, despite the heavy recruiting.
