' , ' LONDON, Oct. 22. , Reutei's Lisbon correspondent states that, with a view of preventing the Government assisting Great Britain, the Royalists have circularised the barracks, urging the troops not to obey the Government.

Slight insurrections at Mafra and Braganza were crushed.

Preparations for war are proceeding actively.

LISBON, Oct. 22. Reports state that the revolutionary movement is chiefly of a military character. Several bombs have been thrown, and caused considerable damage.

The Portuguese Legation in London asserts that the situation is well under control.
