THE EDUCATION BILL.
WANGANUI INSTITUTE CRITICISM
At a meeting cif the Central branch of the Wanganui District Educational Institute held on the 17th inst., the following resolutions, which are to be submitted to all members of Parliament, were passed: "That this meeting regrets that in drawing up the new scale of salaries the Department has succeeded only in accentuating the anomalies of the'former scale, and that whereas in the lower grades of schools nearly one-third gam little and over 200 schools suffer a loss, in the six per cent, of the total number of schools, with higher average attendance, the increases in salary are considerable." "That this meeting is of opinion that any scale of payment based on average attendance must give rise to grave injustice and is.liable to place an improper strain on the integrity of teachers." "That this meeting regrets that while additions to staff have been made in the higher grades of schools, no additional assistance has been given in what is .admittedly the most difficult grade of school to work efficiently— namely, 36-80, and is of opinion that the proposed grade 3A should be 36-66 * and 3B 66-120," "That this meeting rejoices to learn that some of the members of Education •.Boards are m future to be elected by popular franchise, but regrets that the whole of the members of these highly important public bodies, responsible as i l,e;LJ! re for the expenditure of over £1,000,000 annually, are not to be elected on the same principle." "That this meeting desires to congratulate the Minister for Education upon the fact that inspectors of schools % c 7< Planed under the control of the Central Department, recognising that the consequences will be: "(a) A uniform interpretation of the «c/iAßy mi s of Primai7 education; (P) jhe possibility of a Dominion scale of. grading and promotion or teachers."—Chronicle.
