LONDON, Aug. 17. The Daily Chronicle's St. Petersburg correspondent says the Czar's proclamation thrilled Russians and Poles alike. The Poles admit that owing to their hatred of Germans and the growing anti-Slav policy of Austria, Poland's only hope is a ue-imion under the Russian Crown.
