General Carranza informed Washington that he is willing to treat with American Consuls for the protection of foreigners, provided those countries will invest the American Consuls with a tantamount recognition of Carranza' s belligerency. Carranza says he is snapping his fingers in the President's face, but his policy of watchful waiting will be continued unless he is. dramatically upset.
