■ During the Senate debate on the Address to the Throne, Senator Boss twitted the Conservatives with being afraid to submit a riaval policy to the people, as Mr Borden; had promised before the Senate decided to throw out the Bill. Senator Ross pointed out that the Government was unable under the Laurier Naval Act to proceed with the construction of a nucleus navy,''but''preferred to do nothing. .
