PANAMA CANAL
NEW YORK/ Dec. 15. Colonel Goethals does not expect to declare the Panama Canal open for traffic before May as the Cucaracka slide has been giving considerable trouble. The Fram which was to be the first, vessel to traverse the Canal; will be unable to wait.
