FAILURE OF HAGUE CONFERENCE.
WASHINGTON, Dec 7. While debating a Churchill Naval Holiday resolution in the House of Representatives, Mr Hilling claimed v that the Hague Conference had broken down, because it lacked the power to enforce its rollings. Until the day »r----rived when inventions made w£r irar y possible, the United States ought to be ' ready to curl up like a porcupine, and be impregnable to attack. The debate was adjourned.
