WELLINGTON. Sept. 3. lJie Harbor Board to-day considered the position of the permanent employees suspended on Monday for refusing to handle cargo salvaged from the Devon. The. men forwarded an admission that they had' acted wrongly, and the Board eventually decided that they be reinstated, with the loss of three days' pay.
