WASHINGTON, July 29. Three Republican members of the Steel Trust Investigation Committee recommend that big industrial concerns be placed under Legislative regulation, instead of being dissolved. The minority report favors an inter-State Commission, clothed with extensive powers for the regulation and fixing of reasonable prices and output.
