PRESIDENTIAL CAMPAIGN

FORMATION OF A THIRD PARTY. BY CABLE—PEESS ASSOCIATION—COPYEIGHT. NEW YORK, July 27. Mr Roosevelt's Third Party has been formally launched in Michigan and New Jersey, but there are many difficulties in the other States, which will not be seriously tackled until the Roosevelt Convention meets. Not the least of the problems is the status of the Roosevelters chosen for the pre-Convention primaries. As Republicans they ought strictly to vote for President Taft, but should Mr Roosevelt be bereft of their snpport it is quite possible that the courts may be called upon to solve the difficulty. Everything points against Mr Roosevelt making as strong a bid as did the Republican nomination. Both Republicans and Democrats are attacking Mr Roosevelt, and trying by vague generalisations and misrepresentations to mobilise class discontent.
