LONDON, July 27. At the Eugenics Congress, Mr Hoffmann, Insurance Statistician for the United States, taking New England as an example, said that half the population were of foreign extraction. Fewer native than foreign-born women reared families, with the result that unless the better classes of Americans realised their duty, British ideas and institutions had no chance of survival. Dr Leslie, speaking from his experience of the East End of London, confirmed Mr Hoffmann's warning. The foreign-born population was increasing out of all proportion to the native born. Dr Drysdale stated that since the promulgation of the Besant-Bradlaugh doctrine thirty years ago under the title of "The Fruits of Philosophy," there had been twenty-five million fewer births.
