COMPENSATION FOR SOUTH AFRICAN LOSSES. BERLIN, May 16. Herr yon Kiderlin-Waechter, speaking in the Reichstag, said the Budget Committee declined to make a statement on the position of Anglo-German negotiations, -but incidentally mentioned that they were negotiating for compensation for German losses arising out of the South African War.
