Lieutenant-General Baden Powell severely condemns loafers, and includes in that category people of leisure, who frivol away their lives equally with the tramp who refuses to work. He says, further, that it may be observerd that there are a fair proportion of ladies in the. same line of business, and the waste of human souls is appalling. Learning to play the piano in this world would not help to play the harp in the next. He blames the lookers-on at football and other sports—spectators Avho are too lazy to play themselves—and indicated scouting as the panacea for developing character! honor, pluck, observation, deduction self-reliance, energy, chivalry, proficiency in handicrafts, and public service.
