THE MOROCCAN INCIDENT
A GERMAN ADMISSION

The first admission from any German Quarter'that precautions were adopted ♦on both sides last summer during the Morocco crisis emanated from Admiral von> Tirpitz in a speech in Committee -on the Budget acknowledging with particular satisfaction Mr Asquith's declaration that the intention to attack •Germany never existed. Admiral yon J lrpitz remarked that the fact that precautions were adopted by the military •commanders, perhaps on both sides, wa's . indisputable; but this was no proof fit positive intentions on the part of the 'Governments concerned. He thought too highly of the British Admiralty to believe that the idea of a German attack on Britain had ever entered into consideration.
