SYDNEY, May 8. The Lieutenant-Governor of Papiia, who is visiting Sydney, states that industrial developments in the possession are proceeding satisfactorily, and the prospects are very bright. The Administration is introducing Japanese laborers for a term of three years for the purpose of teaching the natives how to tap the rubber plantations, and ,to cut sisal for hemp. Plenty of native labor is available, but the natives are deficient in skill, which the Javanese will impart.
